Made some changes to the POD to make it a bit more readable, and some 
minor code changes, nothing that should directly impact the user.

        - POD Fixes Minor Enhancements;
Fixed some jacked up POD on Bot.pm
Cloned the ask_help() method in Auth.pm to pub_help() to make pub_help() 
more usable.  Modified the !seen command to be more friendly.  The command 
can now use pub_help() to display the help topic if the user doesn't use 
the proper syntax.

	- Logging improvements, Bug Fixes;
Basically captured a few more events to log in Bot.pm. Standardized logging formats for simpler parsing. 
Corrected a bug with .clear in the /dcc chat commands. Removed plaintext pass from bot.log(Wha!? How'd that happen!).  
Added a handler for server notices, and mode changes.

Added a Nickserv password to be sent on startup.  
Added the ability to send privmsgs to users, or a channel(.msg in DCC chat).
Added .nick command to DCC chat to be able to change the bots nick on the fly.
