- add a 'severity' key to override the policy severity for a single module
  (GH #6)
- add a 'message' key to replace the violation description for a single
  module, the 'reason' and 'severity' keys keep working alongside it (GH #9)
- report the modules passed to 'use parent' and 'use base', including quoted
  strings, qw() lists and the -norequire flag (GH #16)
- report the module named by a 'use if' conditional import, which used to be
  missed as the pragma name was taken for the module being loaded (GH #21)
- add a 'for' key to restrict a preference to a list of functions (GH #23)
- add '[perl/<function>]' sections to prefer a module's implementation of a
  builtin function (GH #23)
- check a bare 'use' against the preferred module's exports, so a module that
  does not export the function by default is reported rather than assumed to
  have taken effect (GH #23)
- such a configuration now requires -allow-unsafe, since resolving the exports
  loads the module (GH #23)
- no longer report 'no Module' statements, which are the opposite of a 'use'
  (GH #13)
- throw an error when the config file exists but cannot be read, instead of
  silently disabling the policy (GH #10)
- ignore anything set before the first [Section] of the config file rather
  than using it as a module name (GH #10)
- report every config validation error at once instead of stopping at the
  first one (GH #18)
- fix the duplicated word in the violation description, 'Prefer using module
  module X over Y' (GH #2)
- update the distribution metadata URLs after the move to the cpan-authors
  organization (GH #11)
- declare the test dependency on Test2::V0 under its current name and drop
  the unused Test::MockFile one (GH #7, GH #11)
